64 KB Cards
The new 64 kb Smart Cards have been collected by a number of ECHS beneficiaries and are now in use at various Polyclinics. At present, installation of new equipment for all the Polyclinics under Regional Centre Delhi- I and Regional Centre Delhi-II is complete and functional. The detailed procedure is given below:
Action at the Polyclinic: The ECHS beneficiaries on reaching the parent Polyclinic will register and select a Doctor to be consulted through the Kiosok/iAT and token will be generated which will have a queue number. Based on medical condition, the Doctor will dispose off him at the polyclinic or the doctor will refer for further treatment to any Empanelled medical facilities, located within the area of responsibility of concerned Regional Centre(No hospital will be specified).
Action by the OIC Polyclinic: The Referral Form will be digitally signed by the OIC, Parent Polyclinic, hence, not required to be physically signed.
Action at the Empanelled Hospital: The ECHS beneficiary on reaching the Empanelled Hospital of his choice, within the area of responsibility of the Regional Centre will provide his referral form and his 64 kb Card to the hospital. The Empanelled Hospital will access the UTI-ITSL site and feed the Referral Number and Claim ID will get locked. The Referral Number now cannot be used at any other Empanelled Hospital.
Referral to Empanelled Hospital outside the Area of Responsibility of the Regional Centre of the Parent Polyclinic: The ECHS beneficiary will obtain a referral from his parent polyclinic for the specified medical condition. He will online identify the Empanelled Hospital where he wishes to take medical treatment. Visit the polyclinic and register on the Kiosk/iCAT and select a Doctor and generate token & queue number. Meet the Doctor who will generate the Referral and this will have new Referral Number and the earlier Referral will become ineffective. Consequent to the approval by OIC polyclinic, a digitally signed printout will be generated with new Referral Number duly entered with the original (old Referral number, which is rendered ineffective) Referral Number. The earlier Referral Number and new 64 kb Card. The hospital will access the UTI-ITSL site and once new Referral Number is entered a claim ID will be generated and both the Referral Number and claim ID will get blocked.
Action in case where New Equipment is Not Installed or is Non Functional: In case where the new equipment has not been installed or is non function, then the referral will be generated through the existing system. 6th CPC-Pension
Implementation of the Govt Decision on the Recommendation of the 6th CPC- Pension of JCOs/OR Discharged on or after 01.01.2006: In terms of Ministry’s of Defence letter No. 17(4)/08(2)/D(Pen/Policy) dated 18.08.2010 as amended vide letter No. 17(4)/2008/D(Pen/Policy) dated 20.09.2012 under which a note below Para 3(v) of ibid MoD letter dated 18.08.2010 was inserted regarding non-applicability of provisions of letter dated 18.08.2010 to JCOs granted Honorary Commission as Lieut and Capt. The President is now pleased to decide that provisions of Ministry’s letter dated 18.08.2010 shall also be applicable to post 01.01.2006 JCOs/ORs granted Honorary Commission as Lieut and Capt. The notional pay in the revised pay structure for these ranks shall be worked out by adding pay in the revised pay band corresponding to the Fixed pay of 5th CPC(in terms of Para 9(a) (i) of SAI 1/S/2008 as amended and equivalent instructions for Navy and Air Force) plus Grade Pay and Military Service Pay introduced under 6th CPC revised pay structure. Note below Para 3(v) of Ministry’s letter No. 17(4)/08(2)/D (Pen/Policy) dated 18.08.2010 inserted vide letter No. 17(4)/2008(2)/D(Pen/Policy) dated 20.09.2012 may be considered as deleted. The financial benefit in past cases shall be granted, concerned PSA’s would suo-moto issue Corr PPO based on the data of Post 2006 retired Hony Commissioned Officers held with them.
