Medical Care of ESM in Military Hospitals in Emergency and Life Threatening Conditions
In order5 to facilitate the emergency medical care of ESM, the action will be ensured by all Military Hospitals that no ESM reporting for emergency and life saving care will be denied admission. Any decision to refer the patient to an empanelled hospital will only be taken with due clearance from Comdt/CO/HoD.
When an ECHS member ESM is referred to an empanelled hospital, all possible assistance in terms of contact with the empanelled hospital, ascertaining bed availability, details of ambulance services for transfer of patient etc will be provided to the relatives/attendants of the patient.
The role of the Mil Hosp will continue till the patient is admitted to the empanelled hospital. The record of all such patients will be maintained by the Military Hospitals and will be monitored by Comdt/CO hosp for effective implementation of the instructions.
Discontinuation of Annual Renewal of CSD Smart Cards
Annual Renewal of CSD Smart Cards causes significant inconvenience to our veterans, Veer Naris and Civil Defence Employees (Serving & Retired). In order to assuage inconvenience to beneficiaries, it has been decided that the policy on “Annual Renewal of Canteen Smart Cards” be discontinued wef 01 Jan 2023. A mechanism is being established to deactivate the cards of deceased ESM/beneficiaries in coord with PCDA & SPARSH.
URCs will continue to ensure that only valid CSD Smart Card holders are permitted entry to the Canteens to purchase CSD items. Necessary measures to this effect be implemented by the URC Mgt at Fmn & unit levels that on intimation of the demise of an ESM/beneficiary, the Widow/NoK shall be advised to apply for a ‘Widow/NoK of ESM’ CSD Smart Card.
The URC shall assist in prep of the Card on priority. The widow/NoK shall continue to avail CSD facilities with cards of the deceased husband/beneficiary till the new cards are received. Once the new cards are received and activated the old cards of the deceased husband/beneficiary will auto get de-activated. Defence Pensioner’s Contact Centre
Defence Pensioner’s Contact Centre (DPCC) was established with an aim to act as an interface between PCDA (P), Allahabad and pensioners including various stakeholders. A dedicated staff of One Officer and 15 Other Ranks is placed in DPCC, which works in close coordination and synergy with all Sections of PCDA Allahabad. Presently Lt Col Ranbir Singh is heading the DPCC. The officer after joining at DPCC has ensured resolution of numerous long pending cases. Numerous pensioners have got benefitted by the services of DPCC.
The Officer with his proactive approach and sincerity has streamlined the functioning of DPCC. DPCC is now located within the premises of PCDA (P) Allahabad and functions under the agies of HQ Purva UP and MP Sub Area. The centre helps in resolving various long outstanding pension issues with the PCDA (P) Allahabad.
