Important Instructions for Migrated Pensioners Regarding Annual Life Certificate
For submission of Annual Life Certificate all the defence pensioners whose pension account have been migrated to SPAARSH are advised to visit the PCDA (Pensions) website ie https://pcdapension.nic.in/pcda/view-sparshppo.php and click on migration status to check whether their Aadhaar and PAN details are available or not. Following can be adopted.
Migrated pensioners whose Aadhaar have been updated and uploaded on SPARSH, may submit their Digital Life Certificate (DLC) through Jeevan Parman Portal with SPARSH PPO Number and PDA as SPARSH.
Migrated pensioners whose Aadhaar have not been updated on SPARSH, but who have got their Login ID and Password may login on SPARSH portal and submit their MLC through SPARSH Portal.
Migrated pensioners, who have not received their Login ID and Password, may visit their Bank branch and submit their Life Certificate in the usual manner as was being submitted prior to migration to SPARSH.
Migrated pensioner can also visit the official you tube link of PCDA (P) ie https://www.youtube.com/channel/UCMjRdkW_EIEYMwLnpjJeXg to get any assistance with respect to performing of identification and any other help regarding operating of SPARSH portal.
Those Defence pensioners who pension account have not been migrated to SPARSH may continue submitting their Annual Life Certificate to banks or PDA in the normal manner.
Note: Pensioner who’s pension is being migrated on SPARSH are receiving a SMS from their Bank mentioning “Your Pension Account is being migrated to SPARSH PCDA(P) Prayagraj as per PCDA(P) directives.” All such pensioners are being informed that in the process of migration of Pension to SPARSH ‘No new Bank Account will be opened. Pension will continue in the same Bank Account.’
Important Instructions Adjudication of cases with reference to Army Postal Services (APS) Deputationists
Where an individual Civil Govt Servant employed in military capacity with a military force, is discharge/released from Army in circumstances entitling him to the grant of disability pensionary awards, the disability element of disability pension and constant attendance allowance, where admissible is to be paid from Defence Services Estimates in terms of AI 64/76.
Hence their initial claim/appeal for Disability Pension and Special Family Pension may also be adjudicated by the same authority who is adjudicating the initial claim/appeal cases of Regular Armed Forces Officers/PBORs. Authority: MoD ID No 1(2)/2002/D(Pen/Pol) Vol-II dated 06 Oct 2022.
Important Purchase of Monthly Entitlement of Grocery and Liquor from CSD Canteen in Advance
CSD beneficiaries could draw monthly entitlement of liquor from URCs in advance (two months entitlement in one month) till 2018. However, this facility was withdrawn vide CS Directorate letter No. 95350/Q/DDGCS/Policy dated 27 Jun 2019.
After due deliberations and discussions with all stakeholders and validation of technical parameters, it has been decided to allow purchase of two months entitlement of liquor and grocery in a single month (where required), to all CSD beneficiaries wef 01 Jan 2023.
Necessary changes and modification in the Canteen Inventory Management Software (CIMS) are being carried out to facilitate the above. Calculation of dependency and ATOL so that URC’s can demand stocks correctly as per actual strength.
