Hony Capt Baldev Singh gives us the compilation of minimum guaranteed pension to pre-2006 defence commissioned officers/family pensioners
The minimum guaranteed pension and ordinary family pension of pre- 2006 commissioned officers, pensioners/ family pensioners has now been determined as 50 per cent and 30 per cent respectively of the pay in the pay band corresponding to minimum of pre-revised pay scale as indicated under fitment table annexed with SAI 2/S/2008 as amended and equivalent instructions for navy and air force and SAI 4/S/2008, plus grade pay corresponding to the pre-revised scale from which the pensioner had retired / discharged/invalided out/died including Military Service Pay, wherever applicable. The revised tables of minimum guarantee pension/ordinary family pension annexed as follows-

All Pension Disbursing Agencies (PDAs) are authorised to step up the pension/family pension of the affected Pre-2006 pensioners with effect from 29.09.2012 where the existing pension are being paid to the pensioners in the MoD letter dated 11.11.2008 as amended, is less than the rate of pension indicated in above annexure. PCDA (Pensions), Draupadi Ghat, Allahabad circular no 500 dated January 17, 2013, addressed to CA, RBI, and account departments refers. Improvement in pension of JCOs/ Ors of armed forces retired/ discharged /invalidated out of service prior to 01.01.2006. The improvement in pension will be effective from 24.09.2012.
All JCOs/Ors and hony commissioned officer pensioners of regular armed forces (including defence security corps and TA personnel) who are in receipt of service pension, special pension, ordinary pension, mustering out pension to pre 01.06.1953 retirees, invalid pension, service element of disability pension and service element of war injury pension, liberalised disability pension are eligible for pension as on 24.09.2012 but were discharged /retired prior to 1.1.2006. Improved pension are also applicable to non-combatants (enrolled) (NCs(E) of regular army and air force and ex-state force pensioners drawing pension as on 24.09.2012.
Do not apply to the family pensioner of JCOs/Ors and the commissioned officer and their families. Also not apply to UK/HKSPRA/KCIOs pensioner, Pakistan and Burma army pensioners. Do not apply to reservist pensioners, pensioners in-receipt of disability element only and pensioners in-receipt of ex-gratia payments. Gallantry awards etc will continue to be paid as separate elements in addition to the revised pension. Revision of pension with reference to pension tables by pension disbursing agencies (PDAs).
Where PDAs have not revised pension w.e.f. 01.07.2009, or otherwise corrected as per MoD letter No. PC 10(1)/2009-D(Pen/Pol) dated 08.03.2010 as amended by MoD letter of even no. dated 15.04.11 amended dated 27.03.2012, PCDA (Pen) Allahabad circular no. 430, 461 and 482 pension payable from 01.07.2009 may be paid correctly first as per instructions contained in circular no 430 dated 10.03.2010 and thereafter in terms of the government letter 1(13)/2012/D (Pen/Policy) dated January, 17, 2013. In some cases where PSAs issued Corr PPOs of pre- 2006 retirees showing rates of pension as on 01.01.2006 and 01.07.2009, PDAs are to revised the pension from 24.09.2012 as mentioned in the Corr PPOs as per PCDA (Pen) Circular no 501 dated January 17, 2013. Appendix-X and Y of PCDA (Pen) circular 501 given to all PDAs are in support of comprehensive list of maximum terms of engagement of JCOs/Ors of armed forces and determining pension to revise it correctly for which the pensioner has been pensioned initially.
NO ARREARS OF REVISION OF PENSION WILL BE ADMISSIBLE FOR THE PERIOD PRIOR TO 24.09.2012. ADDITIONAL PENSION SHALL BE REVISED BY PDA
Cases to be referred to pension sanctioning authorities (PSA).
Annexure-A (Initial PPO or its corr indicates rank, group and qualifying service etc for which the individual has been pensioned are not available with PDAa, such cases may be referred to PSA. Revision of pension for DSC will also be sent to PCDS(p).
Annexure-B (Special pension/Invalid pension/Service element of disability pension of JCOs/OR discharged with less than 15 years QS and service Pension to TA personnel irrespective of their QS would also need to be revised by PSA).
Annexure-C (Revision of service element of war injury pension and service element of liberalised disability pension is to be done by PSAs through respective record office.
Annexure-D (DPDOs will render the monthly progress report to PCDA(P) Allahabad with copy to respective CsDA ie CDA (PD)/CDA(WC)and CDA Chennai as the case may be).
Miscellaneous instructions No arrears of revision of pension will be admissible for the period prior to 24.09.2012. Additional pension available to old age pensioners/family pensioners on attaining the relevant age (80 years and above) shall also be revised by PDA. The PDAs will pay dearness relief as authorised by Dept of P&PW, ministry of personnel, PG and pensioners from time to time and additional pension payable to old age pensioners treating it as basic pension. Any overpayment of pension coming to the notice shall be adjusted in full by the PDA against arrears becoming due on revision of pension.
